Former Arm Vice President joins to lead global operations and establish NcodiN’s new Silicon Valley presence.
PALAISEAU, France & SANTA CLARA, California — September 1, 2026 — NcodiN, the deep-tech company developing NConnect, an optical die-to-die interconnect platform for AI and high-performance computing, today announced the appointment of former Arm Vice President Kiran Burli as Chief Operations Officer. Based in Silicon Valley, Kiran is the first strategic hire of NcodiN Inc., the company’s newly established U.S. subsidiary, and will lead the development of NcodiN’s U.S. operations.
Kiran brings more than two decades of semiconductor industry experience spanning engineering, marketing, and technology management. He joins NcodiN from Arm, where he most recently served as Vice President of Technology within the Solutions Engineering group. Previously, he was Vice President of Product for Arm’s Physical Design Group (PDG), where he was responsible for defining the group’s product portfolio. Earlier in his career, he held roles at Spin Memory, Dolphin Technology and Micron Technology.
As Chief Operating Officer, Kiran will oversee NcodiN’s global operations and play a central role in building and scaling the company’s US organization.

The appointment comes as NcodiN, now a team of more than 40 employees, expands its international footprint beyond its headquarters in Palaiseau, France, following the establishment of NcodiN Inc. in the United States.
Kiran’s arrival marks the next phase of NcodiN’s U.S. expansion and the scaling of its Silicon Valley operations. Upcoming U.S. hires will focus primarily on strategy, product, business and ecosystem development, while the company continues to expand its R&D organization in France and across Europe.
NcodiN’s Silicon Valley presence will serve as a strategic hub for engagement with the U.S. semiconductor ecosystem, strengthening relationships with customers, foundry partners and stakeholders across the advanced packaging supply chain.
